This story is disappointing. Two Pennsylvania judges have sentenced thousands of juveniles to detention centers (aka: baby jail) since 2003. Many of the convicted were often sentenced for minor infractions. Why’d they do it? Because they received $2.6 million in kickbacks from the detention centers to keep them filled with “criminal teenagers” whether they deserved it or not.
